Paul Rosenthal is a Partner with Kelley Drye and is Chair of the Government Relations and Public Policy practice group. He is the Managing Partner of the Washington, DC office.

With more than 30 years of experience in international trade and government relations, Mr. Rosenthal assists a wide variety of companies and industries including manufacturing, technology, and food and agriculture. He has appeared before all of the U.S. trade agencies and courts of jurisdiction. He also has represented clients in disputes involving the World Trade Organization (WTO) and the North American Free Trade Agreement (NAFTA), as well as multilateral and bilateral negotiations. His government relations practice involves trade and non-trade issues before Congress and the Executive Branch. He also acts as general counsel or Washington counsel to several trade associations.

Mr. Rosenthal was recently recognized as a leading practitioner in the area of International Trade by Chambers USA, Chambers Global, and The Legal 500 US. He has also been named one of The Best Lawyers in America in the field of International Trade and Finance Law, and a “Leading Lawyer in International Trade” by the Legal Times, a premier publication of the Washington, D.C., legal community. He is listed as one of the top international trade attorneys in International Who's Who in Trade & Customs Lawyers, Washington, DC Super Lawyers, and other publications. Lawdragon named him one of the top 500 lawyers in America.
 
Representative Experience:
Mr. Rosenthal has represented:
  • The U.S. auto industry in its dispute concerning access to the Japanese market.
  • U.S. exporters of beef, pork, pasta, and dairy products in successful General Agreement on Tariffs and Trade (GATT)/WTO dispute settlement proceedings involving unfair subsidies, quotas, and phytosanitary restrictions.
  • Numerous U.S. producers in successful antidumping and countervailing duty cases, including: flat panel displays, forklift trucks, transfer presses, foundry products, various steel products, polyester fiber, pasta, garlic, honey, canned pineapples, and indigo.
  • The U.S. lamb, specialty steel, and carbon steel industries in successful "escape clause" proceedings.
  • The National Juice Products Association in connection with the first pre-importation judicial review involving customs issues at the Court of International Trade.
  • Numerous food and industrial clients on customs valuation, drawback, marking, and classification matters.
  • U.S. food exporters in antidumping cases in Mexico and South Africa.
  • A large pharmaceutical company in connection with enforcing its rights under the WTO's agreement on trade-related aspects of intellectual property.
  • A wide variety of industrial and agricultural interests in multilateral negotiations such as the Uruguay Round, the NAFTA, the proposed Free Trade Agreement of the Americas, and the current Doha Negotiations. He has represented more clients in Congress on legislation to implement trade agreements.
  • With respect to other government relations issues, Mr. Rosenthal has represented clients on appropriations, health care, labor, and miscellaneous tariff matters.
  • Mr. Rosenthal currently serves as general counsel to the Plasma Proteins Therapeutics Association and the Global Issues Group of the International Chocolate Industry.
